I tend to agree.

INFRA-16580 says it results from

which quotes various board threads.

Sorry, cannot quote the (private) contents here; best to read the
links in INFRA-16278

It's not particularly clear what was agreed with the board, if
anything, but AFAICT what has actually happened is somewhat different.
