Madhan Neethiraj resolved ATLAS-850.

    Resolution: Not A Problem

[~ayubkhan] Atlas should send notifications (to Kafka) irrespective of whether any client
is consuming the messages. This will allow clients (like Ranger) to processes the notifications
when they are ready/available. This is by design.
