Steps to reproduce
1.=09Open a Windows/terminal/shell and start the Atlas server with =E2=80=
=9Catlas_start.py=E2=80=9D script=20
2.=09Log in to your Atlas server http://localhost:21000/ to make sure that =
you can connect
3.=09 Close the Windows/terminal/shell where the Atlas server process start=
ed =E2=80=93step1=20
Or just kill the process - the process id can be found in a file called =E2=
=80=9Catlas.pid=E2=80=9D in the logs directory (this file is created by the=
 =E2=80=9Catlas_start.py=E2=80=9D script
4.=09Try to login to your Atlas server again and a =E2=80=9CUnable to conne=
ct=E2=80=9D message will pop up
5.=09From a command prompt Windows/ Terminal/Shell start the server (atlas_=
start.py)=20
6.=09A message =E2=80=9Catlas.pid already exists, exiting=E2=80=9D will pop=
 up in the screen and the server will not start

Expected Result
The server should start since it has been shut down
       Actual:=20
The server can not start

If the server is stopped using =E2=80=9Catlas_stop.py=E2=80=9D  , the serve=
r restart after running "atlas_start.py" with no issue.
Since the server has not been stopped with =E2=80=9Catlas_stop.py=E2=80=9D =
 that kill the=20
process, and delete the =E2=80=9Catlas.pid=E2=80=9D file, the script =E2=80=
=9Catlas_start.py=E2=80=9D will not start the server.
The turnaround is to delete the =E2=80=9Catlas.pid=E2=80=9D file in the log=
s directory but it is not always obvious, and user friendly!!
