I got the following NPE while the subsystem core was activating and establishing the root
subsystem.  I think at the time many bundles in the 'root' subsystem may have been getting

There is a TODO in Subsystems.populateRootSubsystem that I think is showing itself in this
NPE.  In the following line of code the bundle revision may be null if the bundle got uninstalled:

  BundleRevision revision = bundle.adapt(BundleRevision.class);

I think a check for null is needed here.
