Subject pylint

aria currently holds a .pylintrc file which contains all the pylint
configuration.

   - Executing pylint with the rcfile as input could be done as follows:
   pylint --rcfile=<aria_home>/.pylintrc <package_to_check>
   - you might want to set a pylint git pre-commit hook:
   https://github.com/sebdah/git-pylint-commit-hook. after the
   installation, all that remains is setting the pre-commit hook to the
   following:
   #!/usr/bin/env bash
   git-pylint-commit-hook

   (no need to follow the configuration section in the git repo)


Note that the two outputs would be different, the hook will output only the
errors, while the pylint command will output an entire report.
