The title looked right, but the page looks wrong and outdated -- /proxy/ 
is no longer used.

in your settings.xml:

<settings>
  <mirrors>
    <mirror>
      <id>archiva</id>
      <name>Mirror of http://repo1.maven.org/maven2/</name>
      <url>http://username:password@myrepository.com/repository/foo</url>
      <mirrorOf>central</mirrorOf>
    </mirror>
  </mirrors>
</settings>

Try something like that.
