APR-util tarball is bundled with expat, so it works by default (out of the box).
But this expat version is not up to date, so it's still recommended to build with your system's
one (or libxml2).

With an svn checkout version, no builtin exapt, so the ./configure ought to point to some
development package of libxml2 or libexpat.

You probably need the libxml2-dev package (or libexpat-dev), and possibly --with-libmlx2=/usr
(resp. --with-expat=/usr), for headers files and build options to be found by ./configure.
