Thanks jeff for your reply. I installed the libapr-1 from the Cygwin official mirror. The APR_HAS_THREADS
is 0 in the /usr/include/apr-1/apr.h. So I have to give this try.

MinGW is a pure Windows API environment, Cygwin is a Unix emulation environment, so APR's
support for threading on one has no implication for the other.

Cygwin has pthreads but I don't know if anyone has been able to modify APR to use that successfully.
 You could change that code that disables threads and see what other source changes are required
to utilize the Cygwin pthreads emulation.  I don't know what problems you might encounter.
