Oh. I realise I didn't understand properly what "detach" means in
this context.

You're correct, Subversion waits for hooks to run to completion.
Hooks are free to run background processes provided they close stdout
and stderr pipes (except this doesn't work on Windows:
http://subversion.tigris.org/issues/show_bug.cgi?id=2560
Maybe apr_proc_detach could help here?)

In any case, I thought I had found an example for your use case but turns
out I don't. Sorry :(
