Anticipated timeline for release: * wrowe to commit a very useful fix to apr 1.4.x any time now * 2+ people review/test/approve that, hopefully within a day * Jeff handles T&R of apr-1.4.3 very soon after prior step * apr-1.4.3 testing/voting over 3 days, re-roll if necessary * joint release/announce of apr-1.4.3 (or replacement) and apr-util-1.3.11
