Rainer's tip worked using:

CC="gcc" ./configure -C --prefix=/usr/local/apr-util
--with-apr=/usr/local/apr --with-ldap-include=/opt/IBM/ldap/V6.1/include
--with-ldap-lib=/opt/IBM/ldap/V6.1/lib --with-ldap=ibmldapn
