The patch doesn't work. Definitively, MinGW+MSYS is like the ugly duckling, but instead of becoming a swan is more likely to become a roast chicken in one of the the Microsoft's ovens. Hello,
I believe that APR was never supported very well on mingw+msys. At least, it was not in the last two years since I'm using it.
But hopefully (evidently, you have not checked APR carefully enough!) a full mingw+msys port already exists in bugzilla:

https://issues.apache.org/bugzilla/show_bug.cgi?id=46175

let's hope that project leaders will accept it so that it will be committed soon...
