I don't think it should be released "soon":
a) it will have to be supported for some time on.
b) while it's not released new APIs can be added/changed freely. After
the release there is a lock on new API. Releasing an incomplete 1.3
would mean a 1.4 should be released to supply any needed API, and so
on. This will lead to more versions that need to be supported. Etc.
