You can use the Atom feed already for any archived apache list.

e.g. http://mail-archives.apache.org/mod_mbox/apr-bugs/?format=atom

So I presume you are asking for a separate list, but plan to monitor
it through rss v.s. subscribing to list-post-traffic?
