Nope - the idea of having a 'master list' is goodness (at www.apache.org/crypto)
but in order to track specific things going on, it really seems to make more
sense for each project domain to have the control of their file.

My proposal is missing a paragraph;

   This page is organized under the Apache Software Foundation crypto policy
   http://www.apache.org/crypto.html

and the crypto.html gains a section

The following ASF projects and specific products export cryptography;

   APR Project (http://apr.apache.org/crypto.html)

      APR (Apache Portability Runtime Library)           No
      APR-iconv (APR code page conversion replacement)   No
      APR-util (APR Utility Library)                     Yes

Or something like that.  The contents in www.apache.org/crypto.html will change
very infrequently, such that it should be simple for the legal team to maintain.
