Because not everything needed for the build is installed to the
installbuilddir by apr 0.9.x.

I suggested backporting the relevant stuff in this message:

but the thread died through lack of interest with no action taken.


FWIW, I'm using the backport myself, to produce the Cygwin packages of
apr/apr-util, to avoid having to special-case APR in my package buildsystem.
