Subject [PATCH] remove socket type test from multicast.c

According to http://apr.apache.org/patches.html ;

  "One notable standard that has been adopted within APR functions (and
  is partly due to APR's httpd lineage) is that the input values do not
  need to be checked for correctness. It is the responsibility of the
  calling program that uses APR to ensure that the input parameters are
  what APR expects."

I'm not sure how closely this is followed, but in line with that
philosophy;

My actual reason for it is that I'm testing some multicast SCTP at
application layer. SCTP and Multicast are just about compatible in some
limited situations.

Adding SCTP to the list of permitted protocols would work too, but I
thought I'd suggest just removing the test.
