Cool- that gives me time to polish it some more :-).
The simple API I offered may need improvement, so that
modperl-2's APR::Table glue will work well for apreq-2's 
perl API (Apache::Request & Apache::Cookie).

FYI: In apreq-2, we always stick metadata right before
the table value's character string.  It's important 
for us to have some sort of copy/create/merge functions 
which do sensible things with the metadata whenever
the table code needs to modify a value.
