Subject [PATCH] WIN32 apr_atomic_t

Hi,
The apr_atomic_t is first typedef to LONG, then later in the code it is
tested as:

#if !defined(apr_atomic_t)
#define apr_atomic_t apr_uint32_t
#endif

So, it's reverted to unsigned int, since it's not defined preproc
directive.
This causes compilation to fail in cpp.
