The following comment in user/netware/userinfo.c seems to indicate otherwise:

#if APR_HAVE_UNISTD_H
#include <unistd.h> /* for _POSIX_THREAD_SAFE_FUNCTIONS */
#endif

According to CVS annotate, the commiter was:
