Apple Developer Tools comes with 1.10.  -C seems to have been added
in 1.11.  Fink has that, so I just installed it.  *sigh*

Can you try removing --force from the libtoolize arguments
in xml/expat/buildconf.sh.

That might work, but since I can't reproduce it here, I don't
know for sure.  -- justin
