One of these commits seems to have broken every case where we
previously checked for the header but didn't set a flag.

In those cases, we had symbols defined in
include/arch/unix/apr_private.h.

One example:

  <sys/stat.h>

old code:

  AC_CHECK_HEADERS(sys/stat.h)

in apr_private.h:

  #define HAVE_SYS_STAT_H

  or

  /* #undef HAVE_SYS_STAT_H */

-------------------------------------------

new code: 

  APR_FLAG_HEADERS(sys/stat.h)

  there is nothing in apr_private.h for HAVE_SYS_STAT_H
