It would be useful to have apr-config and apu-config report the configure flags
that were used when apr/apr-util was compiled. This is helpful, e.g. when
diagnosing whether a particular APR installation has a particular feature
enabled (threads, non-portable atomics, etc.)

There is precedent for this: at the least, PostgreSQL's pg_config program
supports a "--configure" option.
