Committed in 585343.  I didn't go much further than to try to include
all of the usual fstat-ish headers plus sys/params.h where it is available.

Took it one step further (can't resist solve entire issues at once) and now
pick up nsec time resolutions and convert those to msec for apr_time_t values
of atime/ctime/mtime.

Thanks for helping work through the appropriate places to find this information!
