apr_file_mktemp in mktemp.c checks if the temporary files exists by checking the
return code against APR_EEXIST instead of using APR_STATUS_IS_EEXIST(s).  So an
OS that returns an error code for the files existing like WIN32 will return the
Error code ERROR_FILE_EXISTS (80) back to the caller saying the file exist for
creating a temporary file if the file exists.  Changing this to the macro should
fix this error condition.
