APR is not built using _FILE_OFFSET_BITS=64, but _LARGEFILE64_SOURCE and is
using sendfilev64() and struct sendfilevec64.

For structures with SFV_FD_SELF set, the sfv_off field is used to store a
pointer value.  I don't see how checking whether it's negative makes any sense;
if the value is negative the pointer is in the top half of the address space. 
That isn't a bug.

(though note that in the LFS build, sfv_off is used to store a 32-bit pointer in
a 64-bit field)
