    APEXCORE-609 Backpressure when spooling is disabled. 

    The publisher is suspended if ahead of subscriber by maximum number of blocks. This doesn't
yet address the issue of blocks being overallocated when spooling is disabled. That will be
addressed in the future.

You can merge this pull request into a Git repository by running:
