Figured it out. It was a classpath problem. I updated the classpath to this
and it worked:

<path id="classpath">
  <pathelement location="${extensions.dir}/webhelpindexer.jar"/>
  <pathelement location="${extensions.dir}/lucene-analyzers-3.0.0.jar"/>
  <pathelement location="${extensions.dir}/lucene-core-3.0.0.jar"/>
  <pathelement location="${extensions.dir}/tagsoup-1.2.1.jar"/>
  <pathelement location="${xslt-processor-classpath}"/>
  <pathelement location="${xercesImpl.jar}"/>
  <pathelement location="${xml-apis.jar}"/>
  <pathelement location="${tools.dir}/resolver"/>
  <pathelement location="${tools.dir}/resolver/resolver.jar"/>
  <pathelement location="${tools.dir}/resolver/CatalogManager.properties"/>
 </path>

Regards,
Jeff
