Cool.  I went the macrodef route and everything worked

        <macrodef name="propertycopy">
                <attribute name="name"/>
                <attribute name="from"/>
                <sequential>
                        <property name="@{name}" value="${@{from}}"/>
                </sequential>
        </macrodef>
        <property name="baseurl.prop" value="selenium.vlv.${buildtarget}.baseurl"/>
        <propertycopy name="baseurl" from="${baseurl.prop}"/>
