You should use:

    <attribute name=3D"valueFile" default=3D"NOTSET"/>
    <sequential>
        <if>
            <not>
                <equals arg1=3D"@{valuefile}" arg2=3D"NOTSET"/>
            </not>
<!-- etc etc - note, @{valuefile}, not ${valuefile} -->
