Ant with 'classpath' he meant the one for the <javadoc> task:
<javadoc ... classpath=""/>
Because your source files depends on these libraries you should have
defined them somewhere before:
<path id="cp"><fileset .../></path>
<javac .... classpathref="cp"/>
then reuse that
<javadoc ... classpathref="cp"/>
