I think you basically have two options:
1) use <macrodef> or <presetdef>, to wrap <exec> with some <env> child
elements.
2) write your own task that does the wrapping in Java code.

#1 can often do the job and is easy, but #2 is more powerful, but
needs more setup.

You could also do #2 in a scripting language directly in the build
file, which eases some of the deployment issues with Java-based #2,
but that's the hardest IMHO.
