You should specify "includes" value relatively to the "dir" attribute of 
the <fileset>, i.e.:

     <path id="lib.path">
         <fileset dir="${PROJECT_DIR}/ant" includes="*.jar"/>

Or also:

     <path id="lib.path">
         <fileset dir="${PROJECT_DIR}" includes="ant/*.jar"/>
