means that antcontrib.jar is out of sight for your Ant installation

place antcontrib.jar into %ANT_HOME%/lib folder

and put =
  <!-- Import AntContrib -->
  <taskdef resource="net/sf/antcontrib/antlib.xml" />

in your buildfile.

or 

place antcontrib.jar elsewhere and put =
<taskdef resource="net/sf/antcontrib/antlib.xml">
  <classpath path="path/to/antcontrib.jar"/>
</taskdef>

in your buildfile.

get antcontrib.jar here =
