<copy file=3D"a" tofile=3D"b"> copies "a" to "b" only if=20
- "a" is newer than "b" or=20
- "b" is not present.

If you want that "a" should always be copied, set "overwrite" attribute =
to true.
See manual::CoreTasks::copy
