No.
You need to combine them using the condition taskdef.
<condition property="nope">
    <or>
        <isset property="dope.nodsf"/>
        <isset property="nodsf.copynbnd"/>
     </or>
</condition>

<target name="dsf.copynbdb" unless="nope">
</target>
