This works for me:


    <property environment="env"/>
    <property name="" value="${env.IS_DEV_HOME}"/>

    <fail message="IS_DEV_HOME/ variable is not set.">
            <equals arg1="${}" arg2="$${env.IS_DEV_HOME}"/>
