Sorry, I can't reproduce (or misunderstand?) your problem. This works 
fine for me (hopefully the formatting will not be stripped out):

<project name="" default="test" basedir=".">
   <target name="test">
     <echo>
         this here
    what about this?
     </echo>
     <echo><![CDATA[
this   is
    spread all
  over        the place
        , wouldn't you say?
]]></echo>
   </target>
</project>
