Mmh ... really  <arg value>?? Multiple options need a <arg line>
But here it would be better to use multiple <arg value>s
  <arg value=3D"ci"/>
  <arg value=3D"-m"/>
  <arg value=3D"${commit.info}"/>
  <arg value=3D"build.number"/> =20

Have you tried the available svn tasks? Mostly the tasks provided by the
svn team...
