My 1st thought was: why that?
But ok, if you want to have that, here more thoughts :-)

<fail> is implemented in Exit.java [1]. Basically it throws an =
Exception.
Therefore Ant itself lets the build fail a custom task couldnt force Ant =
to=20
quit the build AND print "successful".
