Ant uses a launcher class which evaluates the classpath
- all JARs in ANT_HOME/lib
- all JARs in USER_HOME/.ant/lib
- specified directories using -lib flag
So when trying to set the system classpath you have to this too.

Or easier: start Ant from the commandline, the buildfile prints the
classpath
  <echo>${java.class.path}</echo>
Copy that and set it on a new command box.

Usual behaviour ... or do you have a c:\build.xml ?
Ant searches for the buildfile in the current directory - if not specified otherwise.
