look at the embedding ant bit of the docs. you dont create XML; you 
create the tasks as java classes

EjbDoclet doclet=new EjbDoclet();
doclet.setProject(myproject);   //something like this?
//maybe this
JBoss jboss=doclet.createJBoss();

//then run it.
