You need to use the <defaultexcludes> task 
(http://ant.apache.org/manual/CoreTasks/defaultexcludes.html) to remove 
the CVS patterns:

    <defaultexcludes remove="**/CVS"/>
    <defaultexcludes remove="**/CVS/**"/>
