I'm no <war> expert, but here's an example:

    <war ...>
      <classes dir="build/classes" />
      <lib refid="war.libs" />
      <zipfileset dir="from/dir/on/disk" prefix="to/dir/in/war" />
    </war>

So using a <zipfileset> with a prefix of WEB-INF/conf should work. --DD
