The latest Eclipse release has no optional.jar
Eclipse 3.0.1 ships with Ant 1.6.2
Eclipse does not modify the Ant distribution...simple rebundles it and
provides it within the org.apache.ant plugin.

Where do you have seen this reference exactly?
The Eclipse project loves to getting bug reports :)
