There is no dependency on putty or any other scp/ssh programs. The scp task uses jsch, which
is a java implementation of ssh2. You should set trust="true" in your scp task. 

<scp file="myfile.txt" trust="true"
 todir="user:password@remotemachine:/home/user"/>


If that does not fix it, I would look at the server. What version of SSH Server are you running?
The sshexec and scp tasks only support SSH2.
