Unfortunately there isn't - though I think it would be possible to
write that as a task (kill a process by id).  It might need some
modifications in the exec task itself, though.

Ant hanging when you kill it.  Ant would hang before it has killed all
processes it is supposed to, so it also addresses programs not being
killed.
