Well, without directly answering your question, Ant-conrib has a <for> task
which is simply a macrodef equivalent of <foreach>.  Where <foreach> is backed
by <antcall>, <for> is backed by <macrodef>, thus making <for> far
efficient than <foreach>.  Hope that helps in narrowing down your approach.
