No, unfortunately not.

Unlike make Ant doesn't really know what it is going to do until it
does its work.  Ant can't tell you which files <javac> would compile
without actually running the task (since the dependency checking is
performed by the task).

To add a "dry-run" functionality to Ant it had to be added to the
tasks - all tasks if it should be useful.
