Your Problem might come from two sides:

a.) On interpreting the build file, ANT might see something different 
than your micron :
I'm not exactly sure, if ANT is honoring the <?xml version="1.0" 
encoding="ISO-8859-1" ?>
directive on the top of your file, but if it is, your editor has to 
output your antfile in ISO-8859-1.
(Its likely, that it does, but maybe one of the developers might know 
more about that)
If its not, java is getting the more peculiar of those characters 
allready wrong on input.

b.) Unless ANT does something special during output, its likely, that it 
is using the Java 'default encoding'.
This is in fact OS dependent. The JVM tries to determine it from the OS 
settings, unless
you set it explicitely on the JVM commandline using 
-Dfile.encoding=<your favorite encoding>
or reset it from within the program.
